
The Principality of Sylvestria has announced a groundbreaking reform that will replace the current tax system with a mandatory annual public work requirement for all able-bodied citizens between the ages of 16 and 60. The law, known as the "Annual Public Work Requirement," was enacted by Director General HIE Bart. E. Belteaux and is set to take effect on June 1st, 2025.
Under the new law, each Sylvestrian citizen must complete 24 hours of public service annually to contribute to the maintenance and development of the nation's infrastructure, security, and overall prosperity. This requirement is seen as an alternative to monetary levies and aims to instill a spirit of public service and civic participation within the community.
The organization of public work will be managed through the formation of "bands," which will be overseen by the Director General or an appointed delegate. These groups will be responsible for carrying out projects that enhance the Principality's infrastructure, security, and general well-being. The tasks assigned to these bands will be designed to ensure that citizens can participate without interfering with their regular occupations and responsibilities.
During national emergencies, as declared by the Prince of Sylvestria, citizens may be called upon to perform an additional 96 hours of service per year. The nature and duration of such service will be determined by the Prince in consultation with the Director General.
There are no exemptions for citizens based on position, title, or wealth. Those unable to work due to age or infirmity will be evaluated by local magistrates to determine an appropriate form of contribution, which may include non-physical tasks. Exemptions will only be granted if it is deemed that an individual is permanently unable to participate in public work.
Citizens are required to register with local magistrates for enrollment in the public service program within one month of reaching the age of 16. Those who turn 60 or become permanently unable to work must also report to the magistrate for disenrollment or reevaluation. Non-compliance may result in penalties, including the loss of certain privileges and rights granted by the Principality.
This law does not affect the existing service requirements for the nobility or Leet service, which remain separate from the public work obligation.
The Sylvestrian government emphasizes that the new system is intended to strengthen community bonds and promote shared responsibility for the nation's progress. The transition period will begin immediately, with full implementation expected by June 1st, 2025.
