Civil Defense and Security
“Safeguarding Sylvestria through preparedness, resilience, and service.”
The Bureau of Civil Defense and Security is tasked with protecting the nation, maintaining preparedness, and ensuring the well-being of its citizens. Through disciplined training and innovative operations, the BCDS addresses emergencies, environmental challenges, and national security.
Royal Sylvestrian Constabulary
The Constabulary forms the operational core of the BCDS, responsible for national
security, border protection, and maritime operations.

It is composed of three divisions:

Border Guards
The Border Guards safeguard Sylvestria’s land borders through routine patrols and reconnaissance, enforce customs and passport
control, conduct search and rescue operations, and respond to emergencies such as wildfires. ​
Maritime Service
The Maritime Service protects Sylvestria’s waters, supports research efforts, and conducts
environmental monitoring.
Key activities include marine patrols, environmental protection, and missions of exploration and discovery in collaboration with the Royal Sylvestrian Geographical Society.​
Auxiliary Corps
The Royal Sylvestrian Auxiliary Corps acts as a reserve and support force for both the Border Guards and Maritime Service, composed of all Sylvestrian bureaucrats and select foreign nationals with critical skills and a unique ability to assist.​
Citizens Service Corps
All Sylvestrian citizens aged 16–60 are members of the Citizens Service Corps. Each member completes 24 hours of annual public service, supporting infrastructure, civil defense, and emergency preparedness.

In addition to assisting with national service projects to improve infrastructure and public works, members participate in annual civil defense training, wargaming exercises, and drills alongside the Constabulary.
Office of Strategic Intelligence
The Office of Strategic Intelligence (OSI) is responsible for safeguarding national security
through comprehensive monitoring, analysis, and assessment of potential threats. Its
operations focus on electronic and remote surveillance, cyber surveillance, information
collection and analysis, and threat assessment.
The OSI provides intelligence that supports the BCDS in maintaining Sylvestria’s
safety and readiness. It also supports the Bureau of Foreign Affairs by providing strategic assessments of international entities.
